Conservation easements are an increasingly popular tool for protecting wildlife habitat on private land.  Easements, however, can be expensive.  Since conservation needs generally outpace budgets, policymakers and conservationists need approaches to prioritize conservation spending.  Typical prioritization approaches that balance costs against benefits (e.g., cost effectiveness) are insufficient for targeting easements because they do not consider development potential.  Properties with low development potential may be less effective places to target easements since the property’s habitat is likely to remain even in the absence of easement protection.  This bulletin describes a strategic targeting approach that balances the tradeoffs between costs, ecological benefits, and development potential when targeting conservation easements.  We discuss the strategic targeting approach in the context of protecting the Red Desert to Hoback mule deer migration corridor in Sublette County, WY.  By contemplating tradeoffs between costs, ecological benefits and development potential, conservation buyers can focus their efforts and limited budgets to increase the overall effectiveness of conservation decisions.
